[Ferro List] Eletrostatic fields

A second ago I had a quiet moment, and all the sudden
I remembered something I had heard quite a few years
ago. Somebody had embedded a metallic foil in the
ceiling, and another in the floor of a house. He then
applied a small voltage (I believe somewhere between
1.5 and 6 volt) to these foils and observed the
effects on the occupants of this house.

As it turned out, when the foil in the ceiling was
connected to the positive pole, the mood and overall
sensation of wellbeing of the volunteers improved
dramatically. On the contrary, when the ceiling was
connected to the negative pole, also the effects on
the occupants were negative. It even seemed to affect
their physical health.

Apparently there was no chance of a "placebo effect",
as the volunteers at the very least didn't know the
current polarity of the voltage, if they had any
knowledge at all regarding what was going on. But as I
read this so many years ago, I can't remember the
details and wanted to know if any of you had heard
about this subject.
