Thanks, this is the additive that makes cement into type K (Expansive aka Non-Shrink). Oddly the link I was looking at was this material already mixed into the portland and ready for delivery into your silo.....the bag to add is a much easier method for the small user. 
One of the uses of Type K cement is with stressed steel slabs like parking garage floors. Some of the fc work in the 60's was with inflatible dome houses that stressed the mesh. I've often been intrigued with the idea of fc work with the mesh held in tension. Expandable forms or ribs that held the mesh streched like guitar strings. This type K is what you would use to keep the tension indefinite. You have to wonder with the right materials and pressure how thin and light you could make a shell - an egg shell! - chris
