Eek. I would do lots of gravel fill around it for drainage and to  
counteract the expansiveness of the clays. A concern is the pool  
popping up gradually over time as the clays shift it.

On the layering, perhaps the two layer method around a core would  
help with the expansive clays but I really don't know.
