Hi Walter,
My intention is to use a gravel bed on the bottom of the pool. When you say "lots of gravel fill" what is lots?
I didn't know that the clay can cause so much problem as to pop the pool. I know it could cause cracking of concrete walls so care has to be taken to deal with the shifting between wet/dry periods. They way I was going to deal with that was via a stable foundation and reinforced concrete pool floor.

Eek. I would do lots of gravel fill around it for drainage and to
counteract the expansiveness of the clays. A concern is the pool
popping up gradually over time as the clays shift it.
On the layering, perhaps the two layer method around a core would
help with the expansive clays but I really don't know.
