Hi Joseph,
Sand will not promote a water tightness. Along with the Acryl 60, make sure you use the recommended water ratio. I'm guessing that overall failures have to do with disregard for the difficult low water ratios. 
If this is a drinking water application, then make sure that these products meet National Safety Foundation (NSF labeled on products) certification. Peter Epperson on this list may have some recommendations for certified products. - chris
