Mikey,
At the 2004 International Thin Shell Convention at Nolan's was an engineer who did a presentation; Chris Zweifel of ZZ Consulting www.zzconsulting.com I'm not sure how much experience he has with FC proper, but I believe he does a lot of panelized houses. He can provide a wet stamp for much of the country. If his experience is iffy in fc proper then you could have T.P. Singh do the Calc's, and Chris do the Wet Stamping. There is another engineer on the engineer's page on the FEN website from the Philippines. Somewhere on the FEN website there is a paper by two Florida engineers on repairing FC and it's ensuing strength (hopefully have this part right). Dr. Naaman might be another resource, or know of one.
My own house is not fc but is a proprietary geodesic design that has been engineered with a tweaked computer program by a firm in Santa Anna, Ca., and then a secondary engineering house that is associated provided the wet stamp for Washington state ( at no additional charge). The secondary engineer if needed for the wet stamp is not usually going to be free, but the charge should be nominal as the work has already been done. - chris
