Kind of a shame it took two decades from the first paper to someone 
building a test unit.  On the bright side, at least the uncertainties in 
the paper about Fc construction are probably now laid to rest, and 
perhaps Fc was advanced.  On balance though, this doesn't seem 
particularly attractive, see:

Still, if DAWT is a bust regarding augmentation, perhaps it's worthwhile for better usable wind speed range than free blades and the technical and electrical advantages of a smaller and higher speed, ungeared generator.  And perhaps that will wrap back to Fc if improvements in that reduce the mass and capital expense of the diffuser.
