[Ferro List] Ferrocement retrofit for earthquake resistence of traditional earthen homes

This latest giant quake makes me wonder how many
lives would have been saved if the traditional earthen
walled homes had had a sheath of ferrocement on the
inside walls to provide shear strength normally
lacking in earthen walls.
Technically, it would consist of little more than a
inside wall replastering job, but using cement and
wire reinforcing instead. Same skill level.
Wouldn't this be the lowest cost and most effective
way to help traditional earthen homes withstand
earthquakes, using available materials and labor?
