Maybe there are standards to follow, but I haven't heard of a standard model. Several books on the subject exist, and I think some of the authors will work as consultants. I assume you saw the recent link posted on the subject by Paul. To my knowledge no one has used Martin Iorn's laminated process for a underground tank which would make sense to me, as with the right type of soil; the need for form work could be negated, and the size of the digging could be kept to a minimum. I would think that with the weight and pressures involved you want some consultation work for things like load bearing capacity of soil, hoop strength for sized tank - deformed shape for floor, or attachment advice for a poured rc floor.

Watt, Water Storage Tanks, Cisterns, Aquifers, and Ponds For Domestic Supply, Fire and Emergence Use, Includes How To Make Ferrocement Water Tanks - Art Ludwig. 
And of course Peter Epperson from Pacific Gunite does this for a living.
