I think what you'll find is that the jurisdiction that is requesting the engineering is only interested in certified persons within your geography, at least that is the way it is in Washington state, USA. Also known as a certified wet stamp for your area. What might be useful is getting Dr. Naaman's book on composite ferrocement, and perhaps the International Ferrocement Code Book and presenting this material to a local engineer who is probably familiar with reinforced concrete engineering. This can be a problem if he is entrenched in his ways and wants to turn everything into standardized reinforced concrete defaults. Another source may be a engineer in the marine construction field.
If there are engineers on this list I would never draft them for free work. If however someone has some ideas on how default values for span ratings, shear connections of panels, and deflection rates could be established for ferrocement than this could go along ways in establishing fc further into general construction.
Incidentally, as you are probably aware, septic tanks should be manufactured with portland cement type 5, for increased chemical resistance. If unavailable in your area then I would suggest the highest pozzolan ratio possible for your cement.
